Global Environmental Governance and Rio +20

There is little faith in the reform of the UN system; nonetheless, the United Nations Conference on Sustainable Development, to be held in Rio de Janeiro in 2012 – also known as Rio +20 – is not only to set the stage for a green economy, but also to provide an impetus for the institutional reform of the UN environmental sector. The ministerial-level advisory group brought together by the UN Environmental Program (UNEP) is preparing the reforms.

Why Technology Assessment?

International effort to address the food, energy and climate crisis tend to regard technology as an important part of the solution. This optimism about technology also prevails in debates around the Green Economy and international environmental governance. And of course technology does hold some potential solutions to some important problems. However, two decades of accelerating technological development and deployment, in the context of massive trade and investment liberalization, has left the globe in far worse straits than it was when the very concept of sustainable development was in its infancy. And now, it is time for a technological te-think. New high-risk technologies, ranging from the very small (synthetic biology, nanotechnology) to the very large (geoengineering), are rapidly developing. Their promoters promise that they hold the keys to solving climate change, world hunger, energy shortages and biodiversity loss and the precautionary principle and social and economic impacs are often ignored in the rush to deploy the latest technofix.

The Geoengineering Moratorium under the Convention on Biological Diversity

On 29 October 2010, the Tenth Conference of the Parties (COP 10) of the United Nations Convention on Biological Diversity (CBD) adopted a decision that amounts to a de facto moratorium on geoengineering and, almost as importantly, affirmed the UN’s leadership in addressing these issues. Since then, many commentators (both those opposed to and supportive of geoengineering) have circulated erroneous statements concerning the import of the decision.

Risky Climate Techno-fixes Blocked

In a landmark consensus decision, the 193-member UN Convention on Biological Diversity (CBD) closed its tenth biennial meeting with a de facto moratorium on geoengineering projects and experiments. “Any private or public experimentation or adventurism intended to manipulate the planetary thermostat will be in violation of this carefully crafted UN consensus,” stated Silvia Ribeiro, Latin American Director of ETC Group.

Extreme Risk Calls for Extreme Precaution

One of the hottest issues before the Convention on Biological Diversity (CBD) in Nagoya, Japan is a set of crucial decisions that could bring about a moratorium on proposed experiments in geoengineering, a set of high-risk climate technofixes. At the opening plenary of the conference, the CBD Alliance on behalf of civil society organizations called for a moratorium on geoengineering experiments.

Geopiracy: The Case Against Geoengineering

This report exposes the new climate 'Plan B' for what it is: a political strategy aimed at letting industrialized countries off the hook for their climate debt. From adjusting the global thermostat to changing the chemistry of our oceans, these technofixes are a threat to people and the planet. The report contains an overview of the history, the science, the interests behind their rapid development and the international governance issues at stake.

Issue:

Realpolitik, we are advised, recognizes that the multilateral system can’t produce an equitable or effective agreement that will mitigate climate chaos: Recognizing this, concerned governments and scientists have no reasonable choice but to investigate technological strategies that could reduce or delay climate change, at least until social forces make a practical agreement possible. Also according to Realpolitik, there is no more hope of achieving a multilateral consensus on re-jigging the thermostat than there is of adopting effective targets for greenhouse gas (GHG) emissions. Therefore, the issue is to create a narrative and construct a governance model that will allow a courageous, far-sighted, science- based “coalition of the willing” to justify their unilateral manipulation of the Earth’s systems. They call it geoengineering – we call it geopiracy.

UN to Confront Sci-fi Climate Solutions at Biodiversity Meeting

Civil Society Calls for Precaution

As environment ministers from 193 countries take stock of the globe’s dramatic loss of biodiversity at the Convention on Biological Diversity (CBD) in Nagoya, Japan next week (18-29 October 2010), ETC Group warns that high-risk “technological fixes” that claim to hold the key for solving the climate crisis should be put on ice.

The global meeting, marking the International Year of Biodiversity, will debate a de facto moratorium on the release into the environment of synthetic life forms (a form of extreme genetic engineering marketed by industry as the building blocks of the “green economy”) and on geoengineering activities (massive intentional manipulations of the Earth’s systems). Existing international law has no adequate controls for these controversial new technologies.

ETC Group released three new reports on these technofixes, explaining the interests behind them and the risks inherent in their uncontrolled development.

Twenty one groups today expressed their dismay at an article by leading biochar advocates, published by the science magazine Nature, which proposes that an area larger than the land mass of India could be turned into charcoal plantations in the name of climate change mitigation.[1] The paper’s own figures contradict the authors’ claims that biochar will not lead to large-scale land grabbing in the global South.

Geoengineering moratorium proposal will go to UN Biodiversity Convention

A formal recommendation for a moratorium on all climate geoengineering activities is being sent to the United Nations Convention on Biological Diversity (CBD) for consideration by its 193 member governments when the CBD gathers in Nagoya Japan.

Governments attending the Nairobi meeting of the scientific subcommittee of the UN Convention (SBSTTA 14) agreed late last week to forward the groundbreaking recommendation after a high degree of consensus was reached. In a related move, the scientific subcommittee also reviewed and supported the ongoing global moratorium on one geoengineering technique, ocean fertilization, adopted by the Biodiversity Convention in Bonn in 2008.

As huge cloud-whitening experiment goes public, global coalition urges an immediate halt to geoengineering

Amidst revelations in this weekend’s London Times newspaper{1} that a team of scientists and engineers funded by billionaire Bill Gates are planning to carry out a 10,000 square kilometer field trial of controversial “cloud-whitening” technology, over one hundred civil society groups are urging governments meeting on biological diversity in Nairobi to stop risky geoengineering experiments now. Geoengineering refers to large-scale technological schemes to intentionally alter the planet’s systems as a quick fix for climate change.

Civil Society Groups announce new global campaign against geoengineering tests – urge public to join in.

On the eve of UN Mother Earth Day, over sixty national and international organizations today threw their weight behind a common statement launching a global campaign to prevent real world deployment of geoengineering experiments.

Geoengineering refers to large-scale intentional tinkering with the climate and earth systems to counteract global warming. The ‘Hands Off Mother Earth’ campaign (or H.O.M.E. campaign) regards such geoengineering schemes as dangerous and unjust. It is urging individuals and organizations to speak out in opposing them.

As governments meet in London today to discuss whether the high seas should be used for largescale iron dumping by companies promising a quick-fix for climate change, one private company is rushing ahead with a new ocean dumping scheme in Southeast Asia – this time with urea. Civil society groups have learned that Ocean Nourishment Corporation (ONC) of Sydney, Australia has been given a “go signal” by the Philippines government to experimentally dump hundreds of tonnes of industrially-produced urea, most likely into the Sulu Sea between Philippines and Borneo.

Risky ocean fertilisation schemes “not justified,” require oversight and regulation, says international maritime body

In a shot across the bows of geoengineering companies, the London Convention (the International Maritime Organization body that oversees dumping of wastes at sea) today unanimously endorsed a scientific statement of concern on ocean fertilisation and declared its intention to develop international regulations to oversee the controversial activities. It further advised states that such large-scale schemes are “currently not justified.”
