In the name of moving “beyond petroleum,” Big Oil, Gene Giants, governments, start-ups and others are forming partnerships that will extend corporate control over more resources in every part of the globe – while keeping the root causes of climate change intact. With grudging recognition that first-generation agrofuels are neither economical nor ecological, investors turn to other life-based technologies, including synthetic biology, for the next alternative fuel fix.

Claiming to protect the planet from greenhouse gases, geo-engineer, Planktos, Inc., is poised to dump iron in waters off the Galapagos Islands and thumbing its nose at the International Maritime Organization and the US government
The US Environmental Protection Agency (EPA) and the International Maritime Organization’s (IMO) London Convention (dealing with ocean dumping) should urgently launch investigations into the activities of Planktos, Inc., a private climate-engineering firm, according to ETC Group (Ottawa, Canada) and the International Center for Technology Assessment (ICTA - Washington, DC). The two civil society organizations believe that the company may soon begin dumping iron particles in an 100 km. by 100 km. expanse of ocean near the Galapagos islands – if it has not already begun. Planktos may also have violated the U.S. Ocean Dumping Act during iron dumping experiments carried out in 2002. ICTA and ETC Group submitted a formal request to the U.S. Environmental Protection Agency early today even as IMO member governments meet in Spain to consider the legality of such high-risk geoengineering experiments. We are a coalition of public interest, non-profit and labor organizations that actively work on nanotechnology issues, including workplace safety, consumer health, environmental welfare, and broader societal impacts.
DuPont Chemical Company (DuPont) and Environmental Defense (ED) jointly have proposed a voluntary “risk assessment” framework for nanotechnology. These groups intend to circulate their proposed framework both in the U.S. and abroad for consideration and/or adoption by various relevant oversight organizations, including the U.S. Environmental Protection Agency (EPA).

On the day before the United Nations Intergovernmental Panel on Climate Change (IPCC) sounds its loudest alarm yet, ETC Group warns that some OECD states, led by the United States, are betting on a pie-in-the-sky techno-fix to address climate change. “Geoengineering” refers to the intentional, large-scale manipulation of the environment to bring about environmental change. With no hope for Kyoto, little political will to ask industry or voters to change lifestyles and a growing recognition that carbon trading is a farce, some governments are concluding that massive earth restructuring is the only way out. The Guardian reported earlier this week that the US government is lobbying the IPCC to promote geoengineering activities, such as deliberately polluting the stratosphere to deflect sunlight and lower temperatures. A new report by the ETC Group concludes that the social, environmental and bio-weapons threats of synthetic biology surpass the possible dangers and abuses of biotech. The full text of the 70-page report, Extreme Genetic Engineering: An Introduction to Synthetic Biology, is available for downloading free-of-charge on the ETC Group website.
"Genetic engineering is passé," said Pat Mooney, Executive Director of ETC Group. "Today, scientists aren't just mapping genomes and manipulating genes, they're building life from scratch - and they're doing it in the absence of societal debate and regulatory oversight," said Mooney.

Issue: Medical applications of nano-scale technologies have the potential to revolutionize healthcare by delivering powerful tools for diagnosing and treating disease at the molecular level. But the current zeal for nano-enabled
medicines could divert scarce medical R&D funds away from essential health services and direct resources away from non-medical aspects of community health and wellbeing. Although nanomedicine is being touted as a solution to pressing health needs in the global South, it is being driven from the North and is designed primarily for wealthy markets. Using nano-scale technologies, the pharmaceutical industry’s ultimate goal is to make every person a patient and every patient a paying customer by “medicating” social ills with human performance enhancement (HyPE) drugs and devices. Nanoenabled HyPEs could usher in an era of two-tiered humans – Homo sapiens and Homo sapiens 2.0.

Curitiba, Brazil. After a week that has seen a worldwide mobilisation against Terminator technology, the issue of Suicide Seeds is about to hit the negotiating floor of the United Nations Convention on Biological Diversity (CBD) meeting in Curitiba, Brazil (March 2006). Known to the CBD as GURTs (Genetic Use Restriction Technologies), Terminator crops are genetically modified to create sterile seeds at harvest so that farmers must buy new seed every season. Today (22.03.2006) the Ban Terminator Campaign, a global coalition of over 500 organisations, released new financial calculations indicating that Terminator seeds will impose a burden of billions of extra dollars in seed costs on some of the world's poorest nations.

In Oligopoly, Inc. 2005 ETC Group finds that corporate concentration -- not only in food and agriculture, but in all sectors related to the products and processes of life -- has increased remarkably since ETC's last review two years ago. The report also reveals that a subterranean struggle is underway at the nano-scale to control the fundamental building blocks of life and nature. "The Potential Impacts of Nano-Scale Technologies on Commodity Markets," prepared for the South Centre, examines the potential impacts of nanotechnology on two sectors - agriculture and mining - in commodity dependent developing countries. Cases studies on rubber, textiles, platinum and copper provide early examples of how economies and workers in the global South could be affected by nanotech's emerging R&D and products.

In most cases it is too early to predict with certainty which commodities or workers will be affected and how quickly. However, if a new nano-engineered material outperforms a conventional material and can be produced at a comparable cost, it is likely to replace the conventional commodity. History shows that there will be a push to replace commodities such as rubber, cotton and strategic minerals with cheaper raw materials that can be sourced or manu- factured by new processes closer to home. Nanotech’s new designer materials could topple commodity markets, disrupt trade and eliminate jobs. Worker-displacement brought on by commodity- obsolescence will hurt the poorest and most vulnerable, particularly those workers in the developing world who don’t have the economic flexibility to respond to sudden demands for new skills or differ- ent raw materials.

Swiss gene giant Syngenta, the world’s largest agrochemical corporation and third largest seed company (see tables) has applied for patents that could effectively allow the company to monopolize key gene sequences that are vital for rice breeding as well as dozens of other plant species. While the Genome Giant "donates" rice germplasm and information to public researchers with one hand, it is attempting to monopolize rice resources with the other. Governments, public sector researchers and the United Nations must re-evaluate and reform their cozy connections to companies like Syngenta.

ETC Group's first Communiqué of 2005 focuses on Syngenta, the global gene giant that ranks first in agrochemicals and third in seeds. Syngenta has a patent pending in 115 countries that, if approved, would give it a multi-genome monopoly over at least 40 plant species.

In sharp contrast to the political climate one year ago, the potential health and environmental risks of some nano-scale technologies are now being openly discussed in Europe and North America. In recent months, governments on both sides of the Atlantic have reluctantly conceded that current safety and health regulations may not be adequate to address the special exigencies of nano-scale materials.

Craig Venter, the genomics mogul and scientific wizard who recently created a unique living organism from scratch in a matter of days, is searching for pay-dirt in the biodiversity-rich Galapagos Islands. From his 95-ft. yacht, Sorcerer II, Venter is hop-scotching around the globe collecting microbial diversity from gene-rich seas and shores every 200 miles.(1) Venter's ship has already sampled in the Sargasso Sea (North Atlantic), Mexico, Costa Rica, Panama, Ecuador (Galapagos), Chile and is now en route to French Polynesia (Tahiti, Bora Bora, etc.).

Prince Charles' concerns about the emerging revolution in nanotechnology have catapulted tabloid headlines about "grey goo" (and impending doom) onto front pages around the world. Industry fears that the great GMO (genetically modified organisms) debate is about to go down to the nanoscale inhabited by atoms and molecules. But the virulent attacks against the Prince may only be the latest of a series of technical and tactical mistakes made by nanotech's over-eager proponents.

In the USA, senior science policy makers and industry players are devising a new-style 'Manhattan' or 'Apollo' project to merge strategic technologies at the nano-scale (one billionth of a meter). Their aim is to combine biotechnology, information technology and cognitive (neural) science with atomtechnology at the nano scale (see The Big Down). The operative unit in information science is the Bit; nanotechnology manipulates Atoms; cognitive science deals with Neurons and biotech exploits the Gene. Together they make B.A.N.G. Merging these technologies into one, proponents say, will drive a huge industrial revolution and a societal "renaissance" that will guarantee American dominance - military and economic - through the 21st century.
